Item 1

Welcome and Explanation of NHW Scheme

 

James Blackwood, interim chairperson, thanked Knightstone Housing for funding the hire of the village hall for the AGM. Cate Biggs was also thanked for the huge effort she has put in in order to get the Lyde Green NHW up and running.

 

It was then explained what the Neighbourhood Watch Scheme is and how it works in Lyde Green. LG NHW has a Facebook page and a residents’ Facebook group. There is also a Facebook group for the Residential Coordinators. There is a new website, set up by volunteer Simon Britton, and a new email address.

 

Crimes must be reported before being posted on social media or elsewhere. The number to dial for non-urgent crimes is 101, or alternatively crimes can be reported online at www.avonandsomerset.police.uk/report. Please mention that you are part of Neighbourhood Watch when reporting crimes. It is also possible to email the Police team or the NHW Administrator directly.
If someone’s life is in danger or a crime is happening now, dial 999.

LG NHW asks that residents let their Zone Coordinator know of any crimes that have been reported, including the Crime Reference number where possible.

 

Item 2

Financial Summary

 

Overall Position: The Lyde Green Neighbourhood Watch is in the process of formally setting up finances which will include a bank account and accounting system. The financial year commenced when the Neighbourhood Watch scheme was formed in early 2017.

 

Income: To date the Watch has received donations of £500.00 from the Insurance Helpline to pay for Neighbourhood Watch signage in Lyde Green, £50.00 on a JustGiving crowdfunding page from sponsors for Neighbourhood Watch signage and running costs (minus website charges), £10.00 in cash in a fundraising bucket. Total income £560.00.

 

Expenditure: Room hire charges for our start-up meeting and AGM were paid directly to Emersons Green Village Hall by Knightstone Housing, totalling approximately £45.00. The Neighbourhood Watch did not receive or pay out any funds for meetings so this has not affected our funds. The Lyde Green Neighbourhood Watch spent £500.00 on Neighbourhood Watch signage for Lyde Green. Total Expenditure £500.00.

 

Summary: The Watch has an increase in funds of £60.00. (Income, £560.00 less Expenditure, £500.00)

 

Observations: The current funds will be paid into a Neighbourhood Watch bank account once set up by an elected treasurer. Further fundraising may need to be completed to ensure the Watch has enough funds to cover running costs over the coming year.

 

Unfortunately our previous Treasurer has stepped down. While we are able to cover this position in the interim, we are actively looking for a new treasurer.

 

Item 3

Crime Update & Residents’ Safety Concerns

 

PC Paul Fortune and other members of the Downend and Siston Police Beat Team attended the meeting and provided an update on crime in the local area.

 

●        The Police confirmed that work has been carried out to reduce the anti-social behaviour, particularly by youth, in the Emersons Green area.

●        Fly Tipping incidents in Lyde Green appear to have stopped.

●        Following resident concerns, the Police confirmed that they are aware and are working on issues of anti-social behaviour and drug-related activity in Zone 4.

●        Issues with motor vehicles using the pedestrian path as a cut-through to the car park behind the flats on Marigold Close were raised. The Police are aware and have evidence. The Consortium have told Neighbourhood Watch that bollards have been ordered and will be installed on the footpath to prevent this in the next couple of weeks.

●        The Police are stretched and will be unable to enforce minor parking issues. This is the responsibility of the landowners (Council or Consortium), but Police have reminded residents that parking on or across pavements, or in any way which obstructs the primary use of roads or footpaths, is against the law.

Treasurer is being held by Adam Harrison in the interim. A new treasurer is being sought.

Social Media Admin is unfilled. The Committee will jointly cover this in the interim.

Residential Coordinators for Zones 1, 6, and 9 are unfilled due to lack of volunteers. Unfortunately the Watch will be unable to run fully in these zones.

Item 5

Insurance Helpline

 

Representatives from the Insurance Helpline were invited to attend and speak briefly about their business as a thank you for their kind donation to cover Neighbourhood Watch signage in Lyde Green.
