Item 1

Events Since the Last Meeting

1.            LGNHW Annual general meeting.

a.            The AGM was held on the 3rd September in the Lyde Green Community Centre (LGCC). The event was quite well attended with a good turnout from both committee members and residents.

b.            Also in attendance were representatives from the Avon and Somerset Police, South Glos Anti-Social Behaviour team and Cllr Steven Reade.

2.            LG Partnership Meeting.

James Blackwood represented LGNHW at the last LG Partnership meeting held on the 13th September at the LGCC. Topics discussed that were pertinent to the NHW were:

c.            Not all lampposts within the development have been painted. This is holding up the erection of LGNHW signs as the NHW is hesitant about installing signs onto unpainted lampposts for fear of them being damaged during the painting process. An action was placed with the consortium to chase up the painting.

d.            LGNHW stated that they were in discussions with the Police Architectural Liaison Officer about conducting a site assessment of ASB hotspots within LG. With the intended building of the Sainsburys on the site next to LGCC, the LGCA raised concerns about an alleyway being formed between the two buildings and asked for this site to be included within the assessment.

Item 2

Recent Issues and Incidents In Lyde Green

1.         The following items were discussed during the committee meeting:

a.             Assault in the Playgound/Park. This incident has been discussed at the AGM as well as at this meeting. It was agreed to reiterate the comments from the Avon and Somerset Police with regards to sharing or ‘naming and shaming’ on social media:

‘Issues with Reporting/Sharing via Social Media were raised. Examples were provided of Downend Flower Planter damaged a short while back and a recent speeding car through Lyde Green. For both incidents pictures and details were posted to Facebook, yet no one had reported to the Police.

The recent assault incident in Lyde Green Park was raised. PC Paul Fortune was concerned that social media and the press attention has blown it out of proportion, and made the area sound a lot worse than it is. Residents raised concerns that they and their children don’t feel safe going out, knowing about the recent assault, and concerns that Police were not dealing with the incident quickly enough. He reassured the community of the police involvement with this incident. The Police team are following the correct procedure, but are, as ever, restricted by police resources and time constraints’.

a.

b.            Attempted Burglary. An attempted burglary was reported to the NHW. This was not reported to the Police until the next day. No further details are available.

c.            Continued car vandalism. Several reports of car vandalism have been reported. A resident has again raised the issue of insufficient street lighting being a potential contributory factor. Residents should contact their developer or Consortium if street lighting in their area is non-operational or not installed.

2.         Members and residents are reminded of the need to report all such behaviour to the appropriate service (999 / 101) and also contact the LGNHW so as to ensure the incident can be logged for follow up actions.

3.         Anti-Social behaviour can reported directly to South Gloucestershire’s Anti-Social Behaviour team on 01454 868582 or via This email address is being protected from spambots. You need JavaScript enabled to view it.

4.         Kevin Wilkinson has asked for a list of areas of concern that residents wish to have assessed by the ASB team. Specifically under the auspices of the Police Architectural Liaison Officer.

Item 3

Objectives for the next year

The Committee discussed progress made with LGNHW objectives

1.             Place signs within Lyde Green.  Progress has been slow on this objective.

a.             A quote has been obtained to procure 100 numbered stickers in order to identify the signs according to a map.

ACTION: SV TO OBTAIN STICKERS

b.            The lamp posts require checking for paint / surface finish prior to fixing the signs. This will require a level of contact with the consortium / South Glos council.

ACTION: JB TO CONTACT AGENCIES REGARDING PAINTING.

c.             Volunteers are requested to help affix the signs to the lampposts as required.

2.            Community events.

a.             Over the previous year, 2 ‘Jolly at the Folly’ events were held; one was very poorly attended. It was decided not to schedule another of these events at this time.

b.            Lyde Green Christmas event - 8 December 2018. Due to committee commitments it is not deemed to be practical to man a stall at the Lyde Green Christmas event this year. It is however possible to set up a table with NHW / ASB awareness literature for visitors to take away. This may be extended to NHW window stickers, zone maps and the like. At the AGM, Cllr Steve Reade advised those present of a scheme to obtain funding for the NHW. These funds can be used for promotional material and equipment.

ACTION – JB TO COMPOSE AND SUBMIT FUNDING PROPOSAL.

3.            Advertising.

a.             All committee members are asked to keep promoting the NHW within their areas. This is to extend to social media and other such platforms.

4.            Fundraising

a.             This shall remain an objectives over the coming year. No target has been set.

5.            Focus.

a.             It was discussed and agreed between those present that the focus of the NHW shall be the raising awareness of and targeting anti-social behaviour within the area. This is to utilise:

                          I.     Additional community involvement with the Police and ASB teams.

II.    Increased awareness of what constitutes ASB

III.    Promoting reporting methods and mechanisms

b.            It was decided that there needs to be more interaction between the Avon and Somerset Police and the LGNHW. This may extend to holding a local ‘beat surgery’.

ACTION – JB TO EMAIL THE BEAT TEAM MANAGER (JAMES ROCHFORD).

c.             LGNHW require a higher level of feedback (suitable for onward promulgation to residents) from the Avon and Somerset Police. This will also require the Police ensuring the maps used to log the location of incidents is updated to include individual streets and not just Howsmoor Lane.

d.            Police are to be invited to ALL LGNHW committee meetings
