Introduction from Chairperson

  • Welcome to our second Annual General Meeting
  • LGNHW is a new Neighbourhood Watch group that was formed in March 2017.
  • We are a group of volunteers who make up a Committee and group of Zone Coordinators. We follow a constitution to provide governance.
  • The objectives of LGNHW:
    • To assist with the creation, development and support of the Lyde Green Neighbourhood Watch, to promote good citizenship and greater public awareness, increase public participation in the prevention and detection of crime, reduce the fear of crime, improve police/community liaison and increase community safety in partnership with recognised Authorities and other relevant organisations.

An active NHW scheme has the following benefits:

  • Shown to prevent crime.
  • Demonstrates that people care and have pride in their community.
  • Shows that a community is welcoming and inclusive.
  • Demonstrates community spirit.
  • Helps people share information among neighbours and the Police.
  • Demonstrates people know how to keep themselves safe.
  • Helps reassure people and therefore reduces the fear of crime and isolation.

The objective of this AGM is to:

  • Ratify last year’s MoM. The MoM of meeting have been available for the last year on the LGNHW website and were successfully ratified.
  • Provide Lyde Green an update of the work undertaken in the last year by the LGNHW.
  • Elect a Committee.
  • Provide an update (by police) of incidents and events that have occurred in the local area over the last year.
  • Open the floor to the community.

Rules for this meeting:

  • This meeting requires 10 members/residents to form a quorum.
  • Only residents may vote.
  • No recording of this meeting is permitted.
  • This meeting is intended for residents. If you are a non-resident you are welcome to attend but please make yourself known, especially if you are a reporter.
  • Please raise your hand if you wish to ask a question.

Our Neighbourhood Watch scheme is split into 13 zones. The Zone map is available online. Each Zone is covered by a Zone Coordinator.

Cllr Steve Reade invited group to apply for Members Awarded Funding to cover the cost of event equipment and marketing.

Cllr Ursula Shepherd raised the idea of asking EGTC for funds – she will raise on our behalf at next full council meeting.

Incidents & NHW Activity in the last year

A list of incidents that occurred within Lyde Green was shown within the presentation. LHNGW receive almost daily emails from the police regarding incidents within the area. Where appropriate or relevant, LGNHW post these on our Facebook page.

Residents questioned the methods of communication between residents, Neighbourhood Watch and Police. Police answered, stating that they provide as much information as possible, but a lot of the information is filtered to what is relevant.

Further information regarding recent incidents to be posted on social media channels for residents’ information.

How to report a crime

Reminder on how to report and requesting residents to alert NHW including the Crime Reference number was provided.

  • Call 999 when:
    • A crime is in progress.
    • Violence is being used or threatened.
    • There is a danger to life, or the circumstances amount to a clear emergency.
    • Someone suspected of a crime is nearby.
  • Call 101 regarding historic incidents or report via avonandsomerset.police.uk/report.
  • Email LGNHW, ensure you share a crime reference number:

  • Get in touch with your local Zone Coordinator. You can be referred to them via our Facebook page or by emailing LGNHW.

Neighbourhood Watch team will continue to promote correct reporting methods to residents.

 

Police summary for the year, provided by PC Paul Fortune

PC Paul Fortune began by praising NHW team for getting the NHW set up in Lyde Green.

Issues with Reporting/Sharing via Social Media were raised. Examples were provided of Downend Flower Planter damaged a short while back and a recent speeding car through Lyde Green. For both incidents pictures and details were posted to Facebook, yet no one had reported to the Police.

The recent assault incident in Lyde Green Park was raised. PC Paul Fortune was concerned that social media and the press attention has blown it out of proportion, and made the area sound a lot worse than it is. Residents raised concerns that they and their children don’t feel safe going out, knowing about the recent assault, and concerns that Police were not dealing with the incident quickly enough. He reassured the community of the police involvement with this incident. The Police team are following the correct procedure, but are, as ever, restricted by police resources and time constraints.

Issues with speeding were raised by Phil Beresford, who is working on Speed Watch and community road safety. The relevant Traffic Restriction Orders are in place but not enforceable by Police until Council’s adopt the roads. Phil requested further input from Police regarding short term actions they could take. LGCA, LGNHW, ASB Team and Police will link further in future through the Lyde Green Partnership group to push relevant authorities to progress with these issues.

South Gloucestershire Council’s Anti-Social Behaviour team introduction, provided by Bob Eveley, Senior Case Officer for South Gloucestershire.

South Case officer covers our area. The role covers 3 aspects:

  • Represent victims of ASB
    1. Victim Support Scheme (includes listening service and referrals)
    2. Handy Van Service
    3. Work with the Police
    4. Will meet with the Community
  • Look at Communities affected by ASB/Community Hot Spots. Recently worked with ASB in Downend & BH (included around 70 offenders). It should be noted that approx 70% is Neighbour-related disputes, other 30% is isolated incidents and group ASB activities.
  • Can carry out interventions. Work to reduce issues for individuals to prevent ASB in wider community – individual’s issues include troubled backgrounds, truanting, mental health, abuse, etc.

 

The SG ASB team get involved following a referral from the police and follow the following process:

  • Early Intervention Warning Letter (to Parent/Guardian if minor)
    • 3rd incident = Home Visit
  • Ongoing = 6 month Accepted Behaviour Contract (agreements which may include not going to certain areas, not meeting with certain people, not carrying certain things like lighters or whatever, etc.)
    • Further support mechanisms. Can put them through to youth offenders’ team and other projects to problem solve.
  • Still ongoing = “Impact” multi-agency panel who manage ASB offenders. (Housing providers, support agencies, ASB team, Social Services, Police, etc.)
  • Still ongoing = enforcement. ASB have certain powers.

  • Civil Injunctions
  • Criminal Behaviour Order

 

Able to help mitigate by working out what the issue is with areas to prevent groups gathering at areas.

Kevin Wilkinson is the Police Architectural Liaison Officer. His role is to undertake surveys of areas to determine what influence they may have regarding ASB. The LGNHW will reach out to Kevin to see whether an assessment of Lyde Green Park can be undertaken.

 

Both the police and SG ASB team raised that there is an under-reporting issue. They reminded residents that it is vital to report incidents to the Police and SGC ASB team. Only incidents in Lyde Green that have been reported to the ASB team (in addition to the recent assault in LG Park) is speeding in the Park & Ride and illegal motorbiking at Common Land.

 

NHW team will promote the ASB team reporting info via Facebook, NHW team, Lyde Green Partnerships group, EG Voice, Leaflets in Centre, etc.

 

A resident raised a question regarding parental concern to get support for their own families who feel their children may be involved. Bob Eveley confirmed that the ASB team can provide support.

 

Some issues can be caused by local secondary schools. ASB team and Police are working with the schools to see if they can address these issues. Youth workers also working on addressing some local issues through youth groups/activities.

 

Mention of Play Street/Street Games schemes and initiatives. Noted that there is an upcoming Play Street event in Pear Tree Way on Saturday 8th September. Local Youth Workers and ASB Team to connect with local Housing Associations to put together future street games events.

 

Issues with drug-use - support also available.
