Item 1

Events Since the Last Meeting

1) ‘Jolly at the Folly’ was held at The Folly Pub on the 22nd February. The event was a real success with approximately 20-30 Lyde Green residents in attendance during the night. Those that attended enjoyed the event and welcomed the idea of it being held again/repeatedly.

2) ‘Big Spring Clean’, run in partnership with Lyde Green Open Space and Lyde Green Community Association was held on Saturday 17th March. The event was somewhat hampered by ‘mini’ Beast from the East and as a result saw fewer attendees than expected with approximately 20 volunteers across the day. A substantial amount of waste was bagged (30 bags) and collected, with areas by the steps (near the bridge to the retail estate) being particularly bad.

It is suggested that this area should have a waste bin installed. Action: This will be raised at the Lyde Green Partnership Meeting.

It is believed that turnout might be better if hosted again in the summer, with a tie-in ahead of the ‘It’s your Neighbourhood’ competition/assessment of Lyde green in July.

Item 2

Recent Issues and Incidents In Lyde Green

1) Fantastic community spirit was shown throughout Lyde Green during the ‘Beast from the East’ weather that brought significant snowfall to the South West. This community spirit is exactly what the NHW is targeting to develop and promote within the development. It really was fantastic to see.

2) Anti-Social Behaviour (ASB) of ‘youths’ has been observed around the estate during Easter. Examples of groups intimidating families, shouting verbal abuse and blocking roads with bikes.

LG NHW has posted a picture of a recent news article from the Emersons Green Voice (written by PC James Rochford) that explained what action should be taken in the even of ASB being witnessed:

“We always need evidence to take action, so please report issues as they happen, with as much information about the person responsible as you can give. Although we might not always be able to attend immediately, we can build a picture of what’s happening, where and when, enabling us to target our response and bid for resources.”

3) Bullying and intimidation of children at the LG Playground and on Howsmoor Lane: A teenage girl was bullied by a group of other teenagers within Lyde Green Playground. The girl attempted to leave via Howsmoor Lane and was followed by the group. The parent of the girl, when approaching the group to comment on their behaviour, was also verbally abused.

Sally Sibley, a School Community Link Worker for Emersons Green and Lyde Green, is aware of the ASB issue and is looking to reach out to local groups, such as The Lyde Green Community Association (LGCA) so that the community can work to reduce these incidents.

Sally is confident that when the community hall is open that events targeted for youth will ensure that there are activities available to them to keep them occupied. In addition it has also been suggested that at the upcoming Lyde Green Summer Sizzler that activities be targeted with youths in mind.

Action: LGNHW to reach out to Sally to see how LGNHW can involve itself with this.

Item 3

Objectives for the next year

The Committee discussed progress made with LGNHW objectives

1.     Place signs within Lyde Green.

As a result of poor weather, early darkness in the evenings over winter and lack of volunteer time this action is still ongoing. As it stands it is necessary to complete the site survey of target lampposts. Once complete this information can be sent to the council for approval. Only upon approval can the signs be erected.

It is hoped with more light in the evenings and improved weather that this can be completed by summer.

A quote was obtained to label the street signs - £15.

Some signs will also need to be reduced in size, with a few kept at full size for the entrances to the development etc.

Action – JB to email AH to confirm how many signs will need to be cut down.

Sovereign housing Association have reached out to LGNHW suggesting that LGNWH has greater visibility within the area and recommended erecting signs. LGNHW has informed Sovereign that this task is in hand and is in discussion with Sovereign Housing Association regarding whether Sovereign is able to provide support for sign erection.

2.     Hold a community event to publicise NHW.

The committee continued to discuss the best way to hold community events. The following events are being considered for 2018.

- A Summer party is planned for August 4th to be held on Lyde Green Common Land.

Action – As this will be a large event further details of this event will be planned outside of this committee meeting. Cate and James to discuss event planning at a meeting on the 24th April

- LGNHW will host a stand at the Summer Sizzler on the 7th July. Intention is to have a stand with leaflets to promote NHW

It has been agreed that a marquee can be borrowed from Phil.

Table and chairs to be provided by Adam.

Volunteers needed to man stand. To be discussed at the next meeting.

- As the initial one was a success it was agreed to hold another Jolly in the Folly on May 24th at 19:30. This has been arranged with the Folly and will be advertised on LGNHW Facebook page.

3.     Spread the word of LGNHW. Communicate what the value of a NHW is.

This work is ongoing.

4.     Fundraise so that there is surplus of funds within the account. Target of £200.

It is hoped that the Summer Party will be an opportunity to raise money.

5.     Complete ‘admin’. Website / distribution lists / our watch registration / bank account/fill all roles within the NHW and ensure everyone understands responsibilities.

This was not discussed at this meeting, but the on-going actions are as follows:

Action – AH to contact bank to obtain card reader

Action – AR to contact Our Watch to ensure that registration is complete.

Action – LGNHW to continue to post regarding vacancies within committee/coordinators

Not discussed in great detail at this meeting.

It should be noted that Melanie Whittle is moving house so will no longer be ZC for Zone 4, but has volunteered to take on the role for (as yet to be defined) Zone 12.

Unfortunately Zoe Mulligan and Amy Rogerson are stepping down from their roles within the committee due to a lack of free time to fulfil the role. The committee would like to thank them for their work undertaken to date.

Actions still standing from previous meetings:

Action – JB to post above communication on FB so that residents can see what zone coordinators can help with

Action – JB to start posting zone coordinator profiles on FB

Item 7

Community Plan

A community plan is currently being devised by the Community Development and Centre Manager. A community plan is a document created by a community and its stakeholders, to reflect aspirations and goals, as well as issues that they would like to be addressed. The longer term aim, over a number of years, is to steer things in a direction that strengthens the community, and makes the area an even better place to live. The exciting possibility emerged that a community plan in Lyde Green could be a way to unite different strands of thinking, effort and activity that are already taking place, and to identify potential others that would enhance community life. The work of the LGCA, Neighbourhood Watch and the Open Space group are examples of existing strands, but these alone cannot represent the voice of everyone’s concerns in the community.

The LGNHW have been identified as a key stakeholder as part of the production of this community plan.

Item 8

Speedwatch

Community Speedwatch (CSW) is a national initiative where active members of local communities join with the support of the Police to monitor speeds of vehicles using speed detection devices.

Given that the Lyde Green community has regularly voiced concerns regarding speeding within the estate the NHW thinks that starting a Speedwatch group within Lyde Green may be of interest to the community.

LGNHW does not have spare capacity to implement and manage this scheme itself but would be willing to advertise the scheme to residents and ask for interested parties to volunteer.

Action – Facebook post on raising awareness of speedwatch scheme and ask for interested parties to make themselves known.

Item 9

GDPR

The EU General Data Protection Regulation (GDPR) replaces the Data Protection Directive 95/46/EC and was designed to harmonize data privacy laws across Europe, to protect and empower all EU citizens data privacy and to reshape the way organizations across the region approach data privacy.

These laws are very stringent and are burdensome to community run organisations like the LGNHW. The committee has decided that the best course of action regarding GDPR is to not hold any personal data (of Lyde Green residents). This is opposed to holding the data and trying to comply with the rules. As a consequence, any personal data held on file by the LGNHW will be deleted with immediate effect. In addition LGNHW has decided not to hold email addresses with the intent of distributing newsletters or community information. Instead residents will have to visit our website or Facebook page to receive such information.

Action: Assess LGNHW files/documents to ensure that there is no data in storage that falls foul of GDPR.

Action: Facebook post to communicate LGNHW position on GDPR.
